The validation procedure is regulated by an Ordinance. It consists of (i) a comparison of the professional knowledge, skills and competencies declared by the applicant and the competencies described in the relevant state educational standard and (ii) a theoretical and practical examination for awarding the professional (vocational) qualification.

To validate the professional skills and competencies acquired through non-formal or informal education, the applicant must submit documents and pass a state exam - theoretical and practical. After passing the exam, the candidate receives a certificate for validated professional qualification or a certificate for validated partial qualification for a profession.

Only persons with the required level of education can apply for validation of informally acquired competencies.

The validation system is linked directly to the National List of Professions and the State Education Standards (SES) for them. The validation of professional knowledge, skills and competences is according to the learning outcomes in the SES for the respective profession.

The validation of professional knowledge, skills and competences, gained through non-formal or informal education, can be done by professional high schools, professional colleges, art schools, vocational training centers and sport schools.

The outcomes of the validation of NFIL refer to the state educational standards for the National Classification of the Occupations and Professions.
